Central Saanich’s Housing Needs Report, required by the Province every five years, estimates we’ll need 1,117 units of new housing by 2029 and 3,476 units by 2044. These numbers are calculated using the Province’s standardized methodology and are set at a level needed to achieve a healthy housing supply.
Local governments’ Official Community Plans (OCP) and Zoning Bylaws must then demonstrate how the OCP land use designation and zoning can meet the number of housing units projected to be needed over the next 20 years. Central Saanich anticipates being able to accommodate most additional units within the OCP’s current land use designations.
Staff have calculated the number of housing units needed in the District, based on this standardized Housing Needs Report (HNR) Method, by the Province, and provided a staff report along with the Interim HNR to Council on September 9, 2024. The Interim Housing Need Report is publicly available, and currently submitted to the Province.

Housing Target Order
As of June 25, 2024, under the Housing Supply Act, the Province has set out the 5-year housing target order for the District of Central Saanich as 588 units, which is the total minimum number of net new completed housing units (occupancy permit issued), required to comply with this Provincial Housing Target.
Through implementing our Official Community Plan, updating the Zoning Bylaw, and modernizing our application processes, the District will have the tools in place to add housing in an appropriate manner, while still aligning with community values.

Housing targets will be measured after the first six months, then annually by net new units completed and actions taken by the municipality to meet the targets.
Housing Target Order Reporting
The District must report the Housing Target Order progress to the Province for the specified reporting periods, as required by the Province. Staff have completed the BC Housing Target Progress Report Form for the Reporting Period 1.1, and received Council’s approval on January 27, 2025 to submit to the Ministry of Housing.
